Better Housing Amendment

Approval requested for adoption of the ‘Better Housing Amendment’ and Consultation Report Released

Help make Moreton Bay a Great Place to live.

Ensuring Moreton Bay remains a great place to live is a key Council priority as our population increases.

Residents have told Council they want better housing and better neighbourhoods. That’s why we’ve proposed the ‘Better Housing Amendment’ to the Planning Scheme. We are looking to make changes to our Planning Scheme in line with community feedback.

The proposed changes include character and built form outcomes in the Next Generation Neighbourhood precinct (and equivalent Transition precinct and parts of the Caboolture West local plan), built form outcomes for Secondary dwelling development, Off-street car parking outcomes for identified residential uses to improve amenity, better designed Student accommodation development, and a reduction to the boundary of the Warner Investigation Area.

An accompanying Planning Scheme Policies Amendment includes separate changes to guidelines which are also proposed to support the Better Housing Amendment, as well as preserve the unique township character of D’Aguilar, Dayboro, Samford Village, Wamuran and Woodford.

We invited community feedback on the proposed changes between 7 August and 4 September 2023. Consultation is now closed. You can read about what we heard, and Council’s response to the feedback received in the Consultation Report on the Better Housing Amendment project website [1].

The Consultation Report does not consider submissions for the Planning Scheme Policies Amendment (PSPs amendment), which was released for public consultation at the same time as the Better Housing Amendment. Submitters who also made a submission on the PSPs amendment will receive notice of a separate consultation report for the PSPs amendment in due course following the Minister’s consideration of the Better Housing Amendment.

Next Steps

The Minister for State Development, Infrastructure, Local Government and Planning will now review the proposed Better Housing Amendment (including changes in response to submissions) and advise Council if the Amendment may be adopted (with or without conditions). Proposed changes to the Planning Scheme will take effect once the proposed amendment is approved by the Minister and Council subsequently decides to adopt and commence both Amendments.
